He doesn't fire the shutter.
He doesn't process the film.
He has someone to do the Photoshopping, and she seems to work without his input.
He has lighting directors.
He has set designers.
He has set builders.
IMO, nothing more than an Art Director. Certainly not a photographer. Given a budget, access to a cinematographic lighting system and a fog machine, I would hazard than many people could produce equal, if not better, "stuff".
And, since when has "success" been the criteria for having opinions? Gursky's "Rhein II" is a perfect example of why "success" should be excluded from the prerequisite list.
